## Summary

Tameside Metropolitan Borough Council has completed the procurement process for the 'Community Navigation Service', an initiative aimed at enhancing community health and wellbeing through social prescribing. The procurement falls under the health services category and was conducted using an open procedure. This service will be delivered in the UK region designated as UKD. The tender progressed through various stages including planning, with the planning stage announced on 13th January 2026, and the tender launched on 27th January 2026. The contract was awarded on 30th April 2026, with ACTION TOGETHER CIO chosen as the supplier. The contract extends from 1st July 2026 until 30th January 2029, with potential for a two-year extension. The procurement was in response to the need for a community-based service accessible to the residents of Tameside, focused on integrating community services and improving access to health resources.

This tender offers numerous opportunities for businesses, particularly those with expertise in community health services, social prescribing, and third-sector collaboration. Firms with a solid understanding of Tameside's demographics and existing community resources would be well-positioned to lead or partner in the delivery of this service. The tender's focus on quality and innovation, as well as its encouragement of social value and collaboration with local stakeholders, make it especially appealing to organisations committed to sustainable community impact. Small and medium-sized enterprises (SMEs), alongside voluntary, community and social enterprises (VCSEs), are particularly suited to this opportunity, given the tender criteria emphasising the importance of local knowledge and sector experience.

## Notice

Community navigation, also known as social prescribing, is an approach that uses 'link workers' or 'community navigators' to connect people to the wider community and its offer of activities, groups and services, to best meet their practical, social and emotional needs. Tameside Live Well Community Navigation Service is a new community-sited and community-delivered service to support the health and wellbeing of residents. Its delivery, recruitment, staff training, and allocation and investment of community funds would ideally be managed by an organisation working in and with a good knowledge of the community. To deliver the aims, vision and objectives set out in the phased 5-year model the council require the provider to have a robust approach to delivery of the service while also being able to fulfil the role of a system leader. This will involve working in close partnership with a range of local stakeholders to lead the work to improve outcomes in Tameside and work towards a more integrated, preventative, neighbourhood-based approach. Due to the nature of the service and the timescales for mobilisation, the preferred provider will ideally have proven experience of: * Good working knowledge of Tameside including the population, community assets, underserved groups, partner organisations, local services. * Good working knowledge of the third sector in Tameside, including challenges * Previous experience in managing community navigation or similar social prescribing services involving client casework, and the associated systems and pathways
