## Summary

The Police and Crime Commissioner for West Midlands is in the planning stage of a procurement process for a Forensic Case Management System (FCMS), primarily categorised under services. The contract aims to enhance the delivery of forensic science activities, including the integration with existing force systems to ensure evidential integrity and comprehensive management. Based in Birmingham, UK, at Lloyd House, Colmore Circus Queensway, this initiative is scheduled to progress with an initial virtual engagement event on 21st January 2026, and registrations close by 20th January 2026. The procurement plan is set out with a contract period start date of 1st April 2028, culminating on 31st March 2033, subject to potential renewal until 2036.

This tender presents a significant opportunity for businesses in the software and records management sector, particularly those specialising in information systems and digital forensics. Companies with capabilities in managing end-to-end forensic casework, ensuring compliance with forensic standards, and facilitating data integration and automation would find this procurement particularly beneficial. The market engagement strategy allows businesses to shape future requirements and explore potential collaborations, offering the chance to expand into public sector partnerships and enhance their portfolio with a high-profile client such as the West Midlands Police.

Capable of integration with existing force systems, including Command and Control, Records Management and Property Management systems, to enable secure and efficient data exchange, reduce duplication, and support operational policing requirements. Provide the capability to securely store, manage, and retrieve forensic imagery and documentation, including photographs, reports, exhibits, and associated materials, with appropriate access controls, versioning, and audit trails. Functionality to support quality management, including compliance with applicable forensic standards and regulatory requirements, audit processes, non-conformance management, and continuous improvement. An integrated asset register is required to record, manage, and track forensic assets, tools, and equipment, including calibration, maintenance, and lifecycle information. Comprehensive management information and reporting, including configurable dashboards and reporting tools to support operational, performance, and strategic oversight. Ability to support automation, including workflow management, task allocation, alerts, and automated retention and disposal of records and digital material in line with legislative, regulatory, and force retention policies.
