## Summary

The A9 Dualling Delivery Framework Agreement, facilitated by Transport Scotland, is aimed at enhancing the highway infrastructure between Perth and Inverness. This procurement, classified under 'construction work for highways, roads,' includes the design and construction of five crucial sections of the A9 Dualling Programme. The overall project value is estimated at GBP 1.936 billion. The framework is set up as a multi-supplier arrangement and is divided into two lots: Lot 1 for works less than GBP 400 million and Lot 2 for works greater than GBP 400 million. This procurement is at the tender update stage with a new deadline set for 13 July 2026. The procurement method follows a restricted procedure and seeks to select economic operators through a two-stage process involving prequalification and tender stages.

This tender presents significant business opportunities, especially for firms adept in large-scale construction projects. It is well-suited for experienced contractors with capabilities in highway construction, bridge building, and transportation infrastructure development. Given the project's scope and value, companies with strong financial standing and technical proficiency in civil engineering and project management can greatly benefit. Furthermore, this framework puts emphasis on community benefits, which could advantageously involve SMEs, third sector organisations, and promote sustainable practices. The requirement for engagement in fair work practices and the provision of community benefits aligns with Transport Scotland's commitment to fostering social, environmental, and economic growth.
