YPO are bringing to market a new national framework for the HR & Professional Services category that will cover areas we do not currently offer services in. We identified four key areas that we wish to incorporate into this framework including, HR Advice and Administration Services, Payroll Management, Vetting and Compliance and Below Threshold Recruitment Requirements. YPO are the sole public sector buying organisation for this procurement, we manage an array of frameworks for a variety of services and products. Public sector organisations utilise our frameworks as a compliant route to market to award contracts which meet their requirements. This framework will divided into lots, reflective of the areas mentioned above and then a lot covering multiple services described. * Lot 1a - Outsourced Payroll Services * Lot 1b - Outsourced Payroll Services for Education * Lot 2a - HR Advice and Administration Services * Lot 2b - HR Advice and Administration Services for Education * Lot 3 - Vetting and Compliance Services * Lot 4a - Combined HR Services (covering Lots 1-3) * Lot 4b - Combined HR Services for Education (covering Lots 1-3) * Lot 5a - Below Threshold Temporary Recruitment * Lot 5b - Below Threshold Permanent Recruitment

Outsourced Payroll Services

Lot 1(a) of this Framework shall provide a compliant route to market for all public sector organisations seeking access to a fully managed or partially managed service solution for their outsourced payroll requirements. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Outsourced Payroll Services for Education

Lot 1(b) of this Framework shall provide a compliant route to market for the education sector, which includes schools, academies, Multi-Academy Trusts (MATs) and any other educational establishments within the UK, seeking access to a managed or partial service solution for their outsourced payroll requirements. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

HR Advice and Administration Services

Lot 2(a) of this Framework shall provide a compliant route to market for all public sector organisations seeking access to HR Advice and Administration Services. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

HR Advice and Administration Services for Education

Lot 2(b) of this Framework shall provide a compliant route to market for the education sector, which includes schools, academies, Multi-Academy Trusts (MATs) and any other educational establishments within the UK, seeking access to HR Advice and Administration Services. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Vetting and Compliance Services

Lot 3 of this Framework shall provide a compliant route to market for all public sector organisations seeking access to Vetting and Compliance services from Basic/Enhanced Vetting to Bespoke/Specialist Vetting. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Combined HR Services

Lot 4(a) of this Framework shall provide a compliant route to market for the wider public sector seeking access to a combination of Outsourced Payroll Services, HR Advice and Administration Services and Vetting and Compliance Services. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Combined HR Services for Education

Lot 4(b) of this Framework shall provide a compliant route to market for the education sector, which includes schools, academies, Multi-Academy Trusts (MATs) and any other educational establishments within the UK, seeking access to a combination of Outsourced Payroll Services, HR Advice and Administration Services and Vetting and Compliance Services. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Below Threshold Temporary Recruitment

Lot 5(a) of this Framework shall provide a compliant route to market for all public sector organisations for the recruitment of temporary workers for below threshold requirements. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

Below Threshold Permanent Recruitment

Lot 5b of this Framework shall provide a compliant route to market for all public sector organisations for the recruitment of permanent workers for below threshold requirements. Delivery shall be available on a national basis.

Options: The framework is being procured as a Closed Framework with term of 2+1+1.

Renewal: 2 x 12 months

### Planning Information

YPO are looking to undertake preliminary market engagement with suppliers in the various markets to understand the key elements of the markets and the support a national framework can provide to the Public Sector, and if there is the requirement for these services.
The first step of engagement will be conducted through the completion of a questionnaire, whereby YPO are seeking feedback from suppliers regarding the different markets and services we envisage under this solution. We seek to understand the challenges within these markets, relevant pricing models, market trends, social value considerations and more.

Should YPO require additional information from suppliers following the questionnaire responses we will arrange for a follow up session remotely via Microsoft Teams at a convenient time for both parties concerned. 
Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO’s Contract procedure rules and in line with the Procurement Act 2023. Please note that any information is being sought without prejudice and without commitment. 
Following the initial PME stage YPO are intending to advertise this opportunity through Find a Tender in spring 2026 with an estimated contract start date of the 10th August 2026.
