## Summary

The procurement process led by Natural England involves the development and implementation of a Systematic Conservation Planning (SCP) Tool, Phase 2, for the period 2025-2026. This initiative falls under the environmental services category, focusing on ensuring that the statutory framework for Sites of Special Scientific Interest (SSSIs) can adapt to climate change. The project is located in the United Kingdom and was managed by the Department of Environment, Food and Rural Affairs. The procurement method used was a direct, below-threshold, non-competitive process. The contracting stage is complete as of 15th January 2026, with the contract potentially extendable by two months beyond its initial end date of 31st March 2026.

This contract presents a notable opportunity for businesses involved in environmental services, particularly those experienced in climate change risk assessment and conservation planning. Large-scale research institutions and companies with expertise in adaptive delivery strategies will find this project aligned with their capabilities. The pre-established direct procurement method indicates that the opportunity was strategically awarded to the University of York, highlighting the potential for organisations with strong governmental and research institution ties to engage in similar future tenders.

## Notice

Natural England has implemented a SSSI Future Reforms (SSSIFR) project to investigate whether the statutory framework for Sites of Special Scientific Interest (SSSIs) will support the natural world's increasing dynamism as it responds to climate change. This includes whether the legal framework will need to evolve to better protect habitats and species during rapid ecological change. These reforms have also included development of a Climate Change Risk Assessment (CCRA) that has now been embedded within the Whole Feature Assessment (WFA) and Pressures System as part of SSSI condition monitoring reform, from April 2023. Sites identified at high risk (scoring 4/5) to Climate Change trigger the need to develop an Adaptive Delivery Plan (ADP) to carry out a more in-depth evaluation of climate change vulnerability and identify adaptation responses based on the Resist-Accept-Direct (RAD) Framework developed by the US National Park Service.
