## Summary

Surrey County Council, a regional authority in the United Kingdom, recently completed the procurement process for its County Transport Model project, focusing on data collection and collation services within the services category. The procurement sought to update the strategic transport model through the provision of Origin Destination movement data analysis using mobile network data. This tender was executed through a limited procurement method, deemed outside the scope of the directive, with the award made directly to British Telecommunications PLC. The contract, valued at £85,000, was signed on 12th September 2025 and related to the main classification under CPV code 72314000. The project required the provision and analysis of cellular mobile data to meet specific spatial and segmentation requirements set out by the council.

This tender presents significant opportunities for businesses specializing in mobile network data analysis and transport modelling. By contracting with a regional authority such as Surrey County Council, companies can demonstrate their capabilities in handling large-scale data projects, thus enhancing their portfolio and reputation in the sector. The focus on methodology, data verification, and privacy consideration could appeal to firms with advanced technical expertise and experience in similar projects. Large enterprises as well as medium-sized businesses with specialised knowledge in data-centric public sector projects would be well-positioned to pursue similar opportunities in the future.
