## Summary

Perth & Kinross Council is overseeing a procurement process titled "PKC13563 Child Disability Support and Short Breaks," within the health and social work services category. The procurement is in the "award" stage, dealing with the provision of short breaks and practical caring support for children and young people with disabilities and their families within the Perth and Kinross region (UKM77). The buying organisation, Perth & Kinross Council, previously sought to use an open procedure method for tender submissions, with a tender period that concluded on 18th February 2026. The contract was initially set to commence on 1st April 2026, ending on 31st March 2028, with a potential one-year extension possible. Unfortunately, the award process has been unsuccessful to date.

This tender presents substantial opportunities for businesses specialising in health and social services, particularly those with expertise in providing support to children with disabilities. Potential business growth can be achieved by delivering trauma-informed care and empowering children and their families through inclusive support services. Suitable candidates are those capable of delivering flexible support systems, thereby allowing families to access care as needed, including during evenings and weekends. Qualified and experienced providers, especially those registered with the Care Inspectorate and rated highly for care quality and management, would be well-positioned to compete for this contract, offering community-focused services that enhance family wellbeing and promote independent living skills for young people.

## Notice

Perth & Kinross Council ('the Council') is seeking to appoint suitably qualified and experienced provider, to provide short breaks and practical caring support to children and young people with disabilities and their parents/carers in Perth and Kinross. The service will provide access to short breaks and practical caring support for parent carers and children/young people in their homes and communities. Children and young people with disabilities will have better access to the support they need to meaningfully participate in their communities, to be included and to have opportunities to enjoy their childhoods/play and achieve their life potential. Support will be trauma informed and promote the rights of children and young people with disabilities. The aim of the service is to place children, young people, and parent carers at the centre of planning and directing their own support in line with their identified needs. The service will strengthen family wellbeing by ensuring that parent carers have the support they need at the earliest opportunity. Children and young people will have opportunities to learn independent living skills and to participate in activities and social opportunities. If this is achieved there will be a reduction in the likelihood of parents/carers experiencing burnout and children will be sustained in their home communities and with their families. The service will be flexible to provide support when children, young people and their parents/carers require this which will include evenings and weekends.
