## Summary

The procurement process undertaken by NHS England focuses on the extension of funding for the Clinical Database National Haemoglobinopathy Registry, classified under health services. This process is situated within the UK and is currently in the Award stage. The tender was initiated through a procedure without prior publication due to technical reasons, allowing only one supplier, MDSAS LTD, to provide the services. The contract was signed on 14th January 2026, and the arrangement intends to ensure continuity and stability of clinical data collection essential for specialised service commissioning.

This tender presents significant opportunities for businesses involved in health services, particularly those specialising in data management and clinical registries. Companies like MDSAS LTD that have the capability to manage unique clinical data and support specialised commissioning would find this tender opportunity beneficial for business growth. SMEs operating within the health services industry, with expertise in clinical databases, may find similar opportunities rewarding due to the ongoing need for oversight and strategic direction in national health data management.

## Notice

Specialised Commissioning historically funded a small number of clinical registries and audits related to specialised services, with arrangements predating NHS England. After 2013, NHSE became responsible for several of these databases, though oversight remained regional until 2018/19. To strengthen governance and strategic direction, funding has since been centralised nationally. As these registries are essential for specialised commissioning- holding unique clinical data and supporting service identification-approval is sought to extend current funding arrangements for 18 months to ensure continuity and stability.

### Lot Information

Lot 1

Specialised Commissioning has historically provided funding to a small proportion of the total number clinical registries, databases and audits; collecting data relevant to specialised services. These funding arrangements pre-date the existence of NHS England.

Following the change in function of the Department of Health in 2013, NHSE was delegated the responsibility for a number of clinical registries and databases, which it funds outright. Since 2013 Regional commissioning hubs held the budgets for the funding and there was been little central oversight until 2018/19.

In order to improve governance and strategic direction for this area of spend, the funding for these contributions has been centralised from regional to national specialised commissioning. In order to maintain stability for these data collections and to continue payment of these contributions (on which there is a level of commissioning and clinical reliance), approval is sought for the extension of these arrangements for a further 18 months.

These clinical databases are important to specialised service commissioning because population is a requirement of specialised providers (via clinical service specifications) and, in some cases, the clinical databases / registries hold clinical details not located in other information systems, aiding identification of specialised service activity.
