## Summary

The procurement process led by Transport UK East Midlands Limited, a private utility company based in London, concerns a Works Order Extension to support Phase 2 of the fleet transformation programme involving Hitachi Class 810s for East Midlands Railway. The industry category for this project falls under business services, including provisions like consulting and marketing. The process, which has reached the award stage, involves a direct award to an existing supplier to ensure continuity of service and avoid additional costs. The contract award notice was published on 21 January 2026, with the contract period running from 2 February 2026 to 31 May 2026. The regions covered include various locations across the United Kingdom, contributing to a vital segment of the rail operational timetable by May 2026.

This tender presents significant opportunities for business growth, particularly for large-scaled organisations experienced in managing extensive and technical programs within the transport sector. The continuity of service provided by the existing contractor, Transport UK Consulting Limited, suggests that businesses with established expertise in substantial service delivery can gain a competitive edge. Companies specialising in consulting, marketing, and recruitment services within the transportation domain are especially poised to benefit, as their involvement supports pivotal aspects of railroad operations that are crucial for future service expansions. Employing strategic partnerships with specialist firms can drive efficiency and reliability, essential components to meet operational demands within the set timelines.

## Notice

As we approach the end of Phase 1 of the fleet transformation program, delivering HItachi Class 810's into the EMR Operation, the Works order extension is rquired to support phase 2 of the program providing leadership to the 810 program teams. Phase 2 seeks to delver further train deliveries in conjunction with 10 car operational approval.Multi unit operation is critical to the May 2026 timetable, and we would see operating units and readying the business for high volume 810-unit deliveries from December 2025 until summer 2026.

### Procurement Information

The direct award to the incumbent contractor is justified on grounds of ensuring continuity of service and avoiding significant duplication of costs and delays. The contractors has been engaged in prior phases of the project and holds details of project specific knowlegde that will ensure continuity of supply. Any transition to a new supplier would therefore introduce a steep learning curve, requiring substantial rework, risking disruption to service delivery, and incurring additional administrative and procurement costs. Given these circumstance, a direct award aligns with schedule 5, paragraph 8 of the Procurement Act 2023 - permitted where a contract repeats works or services similar to those previously executed by the same supplier. Extension to existing services, this Contract Award notice covers total cost of original works order inclusive of extension
