## Summary

The Royal Borough of Greenwich is inviting bids for a Framework Agreement for the provision of Tuition Services, focusing on supporting vulnerable children and young people, particularly those with special educational needs and disabilities (SEND) or requiring medical tuition. This opportunity, announced on 16 January 2026, pertains to education and training services in the London area (UKI51). The process is currently in the tender stage, with a revised submission deadline of 12:00 pm on 26 January 2026. The procurement method is competitive via a flexible procedure and involves a light-touch contract as per legal basis 2023/54. This tender encompasses three lots: Universal Tuition, Special Educational Needs and Disabilities (SEND), and Complex and Medical Tuition, each with specific focus areas and target groups.

This tender offers substantial opportunities for businesses specializing in educational services, particularly SMEs and VCSEs, to expand their operations by providing valued services under a significant framework potentially worth £25 million. Eligible entities can access the framework until its term ends on 31 August 2031, with the potential for renewal within the first three years. The council seeks high-quality service providers capable of enhancing educational outcomes for young people, thereby allowing for innovations in educational interventions outside mainstream settings. Companies that can meet the framework's quality and price criteria (60% and 40%, respectively) and are adept at adapting services to specific needs, such as SEND or medical tuition, are well-suited to compete effectively in this procurement process.
