## Summary

The procurement process for the "Provision of Laboratory Services to Support the Delivery of the HPV Primary Screening Pathway within the NHS Cervical Screening Programme - West Midlands" involves NHS England Midlands (West Midlands) as the buying organisation. This contract, categorised under services and specifically medical laboratory services, is targeted for the West Midlands area. The procurement stage is completed with a contract awarded under the Provider Selection Regime (PSR) regulations, bypassing the Public Contracts Regulations 2015. The contract is set to commence on 1 July 2026 and conclude on 31 March 2029, with a contract value of £20,050,605. It was awarded using a Direct Award Process to the existing provider, The Royal Wolverhampton NHS Trust, indicating an award procedure without prior publication of a call for competition.

This tender provides significant opportunities for businesses in the medical laboratory services sector, particularly those experienced in implementing systematic, quality-assured population-based screening programmes. Companies familiar with the NHS structure and capable of delivering high-standard testing and direct referral services are well-suited to compete. Although the procurement method was through a limited direct award, future tenders in similar domains may open additional opportunities for other eligible providers adhering to key quality and cost criteria, especially those that can support NHS initiatives to reduce cervical cancer incidence through advanced testing protocols. Businesses with robust capacity in handling large-scale healthcare service contracts would benefit from understanding the framework of the Provider Selection Regime for potential future engagements.
