## Summary

Activate Learning, a public authority based in Oxford, is currently in the tender stage of the procurement process for the "16-19 Study Programme Offer - Oxfordshire". This project falls under the education and training services category, focusing on providing a bespoke learning environment for learners in Oxfordshire. The initiative includes developing skills in warehousing alongside English and maths, aimed at students who have faced barriers in traditional education settings. The procurement process is open, and interested parties should submit their proposals by 2nd March 2026. Successful delivery would lead to lagged funding, aligning with the 16-19 funding formula for the 2027-28 academic year.

This tender offers an exceptional opportunity for SMEs and voluntary community and social enterprises (VCSE) specialising in educational services to collaborate with Activate Learning. By becoming a subcontracting partner, businesses can leverage robust quality assurance practices and contribute towards a transformative educational model. Companies with a strong track record in delivering innovative education programmes, particularly those with capabilities in supporting students with SEMH needs, will stand in good stead. The contract, with an estimated value of £190,000, requires partners to engage in initial discovery conversations and fulfil pre-qualification and invitation to tender requirements to demonstrate their competence in the shared delivery model envisioned for the project.

## Notice

We are seeking partners to support in the delivery of an offsite study programme provision to engage learners in developing warehousing experience alongside English and maths in Oxfordshire for no more than 50 learners. This provision should have a real focus on creating a bespoke learning environment focusing on SEMH and helping to progress individuals where traditional education has been a barrier. This provision would need to comply with 16-19 funding rules and regulations and be delivered as part of a shared delivery model with Activate Learning staff. The successful partner will need to work with us within the limitations of the 16-19 funding lagged funding formula whereby successful delivery in 26/27 will lead to lagged funding being received by all parties in 27/28. All applicants will demonstrate robust quality assurance practices, health and safety, child protection and safeguarding policies. Please note that this opportunity is currently being delivered with an existing partner in the 25/26 academic year and this is part of an annual re-tendering process.
