## Summary

The procurement process announced by HM Revenue & Customs (HMRC) focuses on the "National Insurance & PAYE Service Support and Change" project. It aims to engage suppliers in delivering Business Application Support and Maintenance services for the National Insurance and PAYE System. This tender, currently in the planning stage, is targeted within the IT services industry category and is based in London, United Kingdom. The process includes a Market Engagement event scheduled for Friday, 30th January 2026, from 11:00 to 12:30 via Microsoft Teams, with registration closing on 29th January 2026 at 5pm. This engagement session will outline the procurement approach and provide an opportunity for suppliers to seek clarification.

This tender represents a significant business opportunity, providing a platform for IT consulting and software development firms to contribute to the modernisation of HMRC's legacy systems. It invites businesses capable of supporting application maintenance and change management, specifically within the realms of strategic milestones, business events, and legislative updates. With a substantial contract value exceeding £500 million, participating firms can leverage this project to establish long-term partnerships, allowing growth alongside HMRC's strategic objectives and technological transformation. Companies with expertise in agile service-oriented architectures and those capable of supporting large-scale IT systems will find this opportunity particularly appealing.

## Notice

HM Revenue & Customs (HMRC) is seeking to engage with suppliers to understand market interest, capacity, and capability to deliver Business Application Support and Maintenance services for the National Insurance and PAYE System (NPS). The scope of this requirement includes: Business Application Support & Maintenance ("Run"), and A Change Management capability to support change aligned to strategic milestones, key business events, and legislative or business-driven updates. While the contract will not directly deliver modernisation, it is intended to act as a flexible commercial vehicle that enables and supports future transformation initiatives aligned to HMRC's strategic and business architecture. NPS currently operates on a legacy technology estate with limited modularity and scalability. HMRC's future ambition is to transition towards a more agile, service-oriented architecture that supports strategic goals for Income Tax and National Insurance Contributions (NICs) administration, including increased real-time processing capability. This investment lays the groundwork for future innovation by ensuring HMRC has access to adaptable and resilient support services that can respond effectively to evolving policy, customer needs, and technology opportunities.
