## Summary

The procurement process for the Independent Complaints and Grievance Scheme (ICGS) Independent Investigators is being managed by the Corporate Officers of the House of Commons and House of Lords. Located in Parliament Square, London, this central government entity is overseeing a selective procurement process under the Competitive Flexible Procedure. The current stage is the tender phase, with the deadline for the expression of interest set for 7th July 2026, and anticipated award conclusion by 4th December 2026. This framework seeks to enlist independent investigators skilled in handling cases of bullying, harassment, and sexual misconduct across the Houses of Parliament, with an initial framework period running up to March 2035. The framework, categorised under investigation services, offers a significant contract value, presenting a high-profile opportunity for specialised service providers across the UK.

This tender presents substantial opportunities for businesses aiming to expand their footprint in the public sector, especially those with experience in sensitive investigation services. Suitable candidates include firms specialising in employment law, HR professionals adept at handling workplace grievance dynamics, and investigators with training in trauma-informed care and specialist interviewing techniques. The framework will allow 20 participating independent investigators, providing a platform for sustained collaboration with the UK's central government. Firms that can navigate complex interpersonal dynamics and those with the capability to offer confidential and psychologically sensitive services will find this a lucrative avenue for business growth. The alignment with substantial public sector work will bolster the profile and expertise of selected firms, paving the way for potential long-term engagements.

## Notice

The Independent Complaints and Grievance Scheme (ICGS) assesses/carries out investigations into cases of bullying, harassment and sexual misconduct across the Houses of Parliament. The Authority are seeking Independent Investigators to join a framework of suppliers who will be assigned to assess and investigate complaints of misconduct. The framework will run for a maximum of eight years. The Authority will re-open the framework after 2 years and will re-open the framework again in years 4 and 6. The Authority may, in its absolute discretion, reopen the framework every 12 months from year 3. The Open Framework will expire on 28/03/2035. There will be a single Lot on this framework which will cover all areas of investigation. Due to the overlapping nature and skill set required to undertake the services (in the different complaint areas) it was not considered appropriate to separate into lots.
