## Summary

The Birmingham City Council has completed a procurement process for the development of case management software and a data warehouse aimed at anti-crime and safeguarding purposes. This tender, classified under software-related services (CPV code: 72260000), was conducted under a 'limited' procurement method, indicating an award procedure without prior publication of a call for competition. This adjustment was necessary due to unforeseen circumstances concerning project scope and internal capacity. The contract, valued at £202,000, is primarily intended for services located in the West Midlands (UKG), and spans from December 2026 to December 2027. The awarded supplier is SIMPSON ASSOCIATES INFORMATION SERVICES LIMITED.

This tender represents a significant opportunity for businesses specialising in software development and IT support, particularly those capable of providing ongoing application and database support. Companies with a robust capacity for adapting to changing project requirements could find success with procurements of this nature. Moreover, local or regional IT service providers within the West Midlands might benefit from the proximity and engagement with Birmingham City Council, a prominent regional authority. This project underscores the potential for sustained business relationships and contract modifications in response to evolving project needs.

## Notice

This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the Contracting Authority's intention to increase the value of an existing below threshold contract for software development for Case management software and Data Warehouse anti-crime and safeguarding purposes along with additional time for ongoing support.

### Lot Information

Lot 1

The Authority intends to modify a below threshold with Simpsons by PS50k taking the total contract value to PS202k. The initial contract value was for application development and 12 months support. Some problems were encountered with the development meaning the contract value has increased along with additional time for on going support for the application and database. The Authority does not have the expertise/resource to take on the support role, so at least in the medium term its very likely Simpsons will need to provide support from Dec 26 to Dec 27.

### Procurement Information

This was ordinarily let as a below threshold contract however due to unforeseeable circumstances around scope and in house capacity to support the project the actual value of the contract has increased.
