## Summary

Community Housing, in collaboration with Worcestershire County Council, is concluding a public procurement process for "Extra Care Services" designed to support adults aged 55+ within their Worcestershire schemes. This contract focuses on delivering regulated personal care, emergency response, medication support, and wellbeing interventions. The procurement method employed is an open procedure, ensuring transparency and accessibility. The procurement process entered the award stage on 26th March 2026, with a pending contract start date set for 1st May 2026. The allotted contract period spans two years, with options for three subsequent one-year extensions, potentially culminating in 2031. The service location is in the UKG region of the United Kingdom, falling under the healthcare and social services industry category.

This tender represents a significant business growth opportunity for enterprises skilled in health and social work services, particularly those experienced in elderly care. Given the scope of the contract, small to medium-sized enterprises (SMEs), like the pending awardee TLC Care at Home, are well-positioned to compete effectively in this sector due to their adaptability and tailored care services. The role demands high-quality care delivery, collaboration with local health professionals, and compliance with Care Quality Commission standards, making it suitable for businesses with a trained workforce in regulated care environments. Prospective tenderers must be prepared to manage 24/7 onsite operations and facilitate a culture of safety and independence, thus opening avenues for growth through service excellence and strategic partnerships.

## Notice

The Provider must ensure a trained and competent workforce, meeting all mandatory training, Care Certificate, supervision, and competency requirements set out in the training and care standards brief. The contract also requires effective collaboration with Community Housing's scheme staff, Worcestershire County Council, and health professionals to support continuity of care, safeguarding, risk management, and resident wellbeing. The provider must operate in line with CQC regulatory requirements for personal care, maintain accurate records, and support a culture of safety, dignity, and independence. TUPE will apply to the incoming workforce. It should be noted that Community Housing are the organisation carrying out this procurement and have been given authority to do so by Worcestershire County Council. The eventual contract subsequent from this tender will have Worcestershire County Council as the Client.
