## Summary

The Royal Borough of Kensington and Chelsea is spearheading a procurement initiative titled "West London Rough Sleeping and Homelessness Prevention Grants Initiative for the Voluntary, Community and Faith Sector." This endeavour is presently in the planning stage as of 22nd January 2026. It seeks to involve the West London Housing Partnership, covering multiple boroughs including Hammersmith & Fulham, Brent, Ealing, Hillingdon, Hounslow, and Harrow, in fostering community-led projects that address homelessness. The initial milestone includes completing a questionnaire by 5th February 2026 via the Royal Borough's Delta Portal, indicating interest in this pre-market engagement opportunity. The procurement focuses on the services sector, particularly health and social work services, and aims to enhance early intervention to prevent homelessness and reduce rough sleeping in the West London region.

This tender represents a significant opportunity for small to medium-sized organisations within the voluntary, community, and faith sectors to secure funding for innovative projects. Businesses engaged in health and social work, especially those with initiatives adaptable across multiple boroughs, will find this opportunity particularly beneficial. With potential grant values up to £100,000 for proposals demonstrating cross-borough applicability, this initiative encourages businesses to expand their geographical service reach and collaborate on projects with a real community impact. Interested organisations are encouraged to complete the preliminary market engagement questionnaire and engage with the subsequent correspondence and meetings to refine their proposals.

## Notice

The Royal Borough of Kensington and Chelsea, on behalf of the West London Housing Partnership (partner boroughs of RBKC, Hammersmith & Fulham, Brent, Ealing, Hillingdon, Hounslow and Harrow), is carrying out pre-market engagement to help shape a potential grant funding programme targeting small to medium sized organisations in the local voluntary, community and faith sector (VCFS) organisations. The West London Housing Partnership is seeking innovative, community-led projects that strengthen our collective ability to provide early intervention to prevent homelessness and reduce rough sleeping across our seven boroughs. We would be particularly interested in any provision that could be utilised across multiple boroughs in the West London region. Subject to approval, the programme is expected to award grants with an average value of PS50,000 per organisation, with the potential for larger awards of up to PS100,000 where proposals demonstrate delivery across multiple boroughs. Please note this engagement relates to a potential grant scheme. This notice is issued to understand interest in the proposed programme, gather early feedback, and identify organisations that may wish to be contacted if the grant scheme is launched. No funding decisions will be made as part of this engagement. Further information is available in the attached Preliminary Market Engagement Questionnaire. Organisations interested in the potential programme are encouraged to review and complete the questionnaire.
