## Summary

Wokingham Borough Council is inviting organisations to join its new Care and Support Open Framework, a contract within the Health and Social Work services category aimed at supporting a robust local care market. The council, located in Wokingham, UK, is currently in the tender process with an end date of 19 June 2026, and implementation planned from 1 November 2026 to 31 October 2034. This open procedure offers a substantial value of £200 million and provides a framework for homecare support, reablement, supported living, and community-based services. The procurement aligns with the UK legal basis 2023/54, facilitating a light-touch regime for qualified providers to access future opportunities without guaranteed service awards.

This tender represents a strategic opportunity for businesses to expand their footprint within the adult care services industry, especially those with capabilities in providing high-quality, person-centred care. Organisations from various sectors, particularly those specialising in homecare, rehabilitation, and community support, can leverage this framework to demonstrate service excellence. Its open nature allows new providers to join at regular intervals, encouraging market diversity and resilience, and supporting sustainable business growth. Businesses with innovation in health and social services, or those wishing to enter or expand within the UK market, will find this procurement particularly appealing. Engaging with this framework can position them for long-term partnerships with the public sector, fostering growth and stability.

## Notice

WBC invites organisations to apply for admission to the Council's Care and Support Open Framework. Admission to the Framework confirms a provider as pre qualified to compete for future call off opportunities but does not guarantee that services will be awarded. The Open Framework is intended to: * support a diverse, resilient and sustainable local care market * encourage high quality, person centred and inclusive practice * provide a transparent and proportionate route for providers to access opportunities with the Council * allow new providers to join at regular reopening points during the life of the Framework

### Planning Information

Wokingham Borough Council will be holding two virtual market engagement events for adult care providers to introduce its new Care and Support Framework.
The framework is due to go out to tender at the end of March 2026, with implementation planned from 1 November 2026. During the sessions, commissioners will outline the structure of the framework, explain the strategic person-centred priorities, and provide details of the bidding process. There will also be an opportunity for providers to ask questions.
All service lots will be covered at both events, so providers only need to attend one session.
The events will take place on:
• 26 February 2026
• 27 February 2026
We kindly ask providers who wish to attend to express their interest and provide their contact details, along with the number of attendees, so that invitations can be issued.
We look forward to your engagement.
