## Summary

The Imperial War Museum, a central government public authority located in London, has completed the procurement process for an HR Information System (HRIS). This tender focuses on providing a comprehensive solution for employee data management, onboarding, and HR reporting, crucial for regulatory compliance. The direct award contract, valued at £380,000 gross, has been awarded to MHR International UK Limited, a supplier based in Nottingham. The main procurement category is services, with the contract covering personnel and payroll services in the UK. The procurement method used was a direct award due to significant cost considerations and a desire to minimise disruption. The contract initiation occurred with the award notice published on 27th January 2026, and the contract period is set from 30th June 2026 to 29th June 2031.

This procurement process presents significant business opportunities, especially for established HRIS providers like MHR International UK Limited, who can offer robust system functionalities and align with the UK's legislative requirements. Companies capable of providing seamless integration with existing systems will benefit from similar opportunities, as the Museum aimed to manage disruptions and maintain consistent service. Businesses with expertise in change management and those that offer solutions reducing implementation costs and promoting efficient data migration might find favourable conditions in comparable tenders. This case illustrates the ongoing demand for advanced HR solutions in public sector organisations, emphasising adaptability and strategic alignment with statutory obligations.

## Notice

A robust and comprehensive HRIS solution that ensures our required regulatory compliance is vital. The solution must match the functionality of the existing iTrent system in the areas of employee data and record management, onboarding, learning and development modules, compensation in line with UK legislation, terms and conditions of each employee's contract, attendance and absence. Employee and manager self-service functionality alongside comprehensive HR reporting to support effective ways of working and strategic decision making is a key requirement.

### Procurement Information

The cost of implementing a new solution is significant (between PS80k-PS320k depending on system). In addition, there would be no disruption, as a new software solution would require significant resources to migrate data, familiarise workforce with the new solution and redesign key processes. This disruption would come at a time when IWM implements other significant transformation programmes, and therefore opting to enter into a contract with the same supplier offering the current solution provides significant mitigations to manage the disruption, reduce expenditure and avoid potential delays to our key corporate priorities. The current system also meets all of the criteria and specification required from a software and service perspective, and that management processes that are currently navigated and completed using iTrent functionality will not require redesigning and re-learning.
