## Summary

The Scottish Government is initiating a tender process for the project titled "MH-Veterans Mental Health & Wellbeing Pathway," focusing on delivering health and social work services. This tender invites suppliers to offer a coordinated network of services designed for veterans, including clinical and peer-support interventions. The procurement is managed through an open procedure, ensuring transparency and competitiveness. The process is currently in the tender stage with submissions due by 12:00 PM on 29th July 2026. The contract will cover services across the UKM region with a focus on integrating services with existing statutory provisions. Community benefits and responses to climate emergencies are integral to the tender's awarding criteria, reflecting the project's broader social responsibility goals.

This tender offers significant opportunities for businesses in the health and social work sectors, particularly those with experience in managing regional health networks and developing local partnerships. Suppliers with expertise in building supply chain resilience and having sustainable practice certifications will find this opportunity well-matched to their capabilities. Businesses that can offer innovative solutions for integrating clinical support with digital therapeutic interventions, while ensuring service accessibility across different locations in Scotland, will be competitive in this tender process. Moreover, fulfilling the contract's criteria for supporting community benefits and addressing climate change will enhance a company's proposal, presenting a comprehensive approach towards the tender requirements.

## Notice

We are seeking to appoint a supplier to deliver coordinated support to the 'spoke' locations outlined in the Specification. The successful supplier will be responsible for overseeing a connected network of services, ensuring clear and efficient referral pathways, and linking veterans to appropriate non-complex clinical and peer-support interventions. The service will also be expected to integrate effectively with relevant statutory services where the veteran's presenting needs require onward connection.

### Lot Information

Lot 1

The supplier will deliver coordinated support to the 'Spokes' for both regional and local assistance, including peer support and access to evidence-based interventions for those with less complex needs. Developing local networks and partnerships between statutory services and third sector organisations, this model represents a 'no wrong door' approach, meaning veterans can enter the pathway through multiple routes and still receive consistent, high-quality care as close to home as possible. The 'spokes' will also promote wellbeing to enable veterans to 'wait well' for treatment. Where complex care is required, the provider will ensure a 'warm' handover to statutory services.

Renewal: The contract may be extend for an additional 12 months.
