## Summary

The procurement process initiated by Transport for London (TfL) concerns the extension of an existing contract for the London Streets Tunnels Operating Centre (LSTOC), classified under the industry category of Software Maintenance and Repair Services. The procurement location is the UKI region, with services delivered across several regions, including UKC, UKD, UKE, and others. The procurement stage is at the Award phase, involving an extension of services provided by Indra Sistemas S.A. under a contract starting from 7th May 2026 to 7th May 2029. The procurement method, described as a Competitive Flexible Procurement, is used to ensure continuity of critical services, with the tender originally identified as ITC11374. Key details highlight the mission-critical nature of the LSTOC system, supporting operational safety under the Security of Networks & Information Systems (NIS) Regulations.

This tender presents significant business growth opportunities, particularly for enterprises experienced in software maintenance, IT services, and system maintenance domains. Companies that can provide such critical services without interruption and have the capabilities to handle technically complex, safety-critical systems would find this opportunity aligning with their expertise. The requirement for maintaining continuity underlines the importance of possessing substantial technical understanding and an established presence within the industry sector. Additionally, businesses capable of managing such contracts with significant operational risk and intellectual property considerations, such as those who can operate under challenging procurement conditions, would be well-positioned to compete.

### Lot Information

Lot 1

The LSTOC is critical for the detection and management of incidents including fire safety by controlling ventilation in the tunnels to manage fire smoke and facilitating self-evacuation of incident in tunnel bores. Additionally, the LSTOC also assists TfL in facilitating incident responders, such as the emergency services, in performing their duties and functions. The modifications will extend the existing contract with Indra for a period of 3 years and are required so that Indra can continue to provide the LSTOC services. The rationale for the modification is to allow sufficient time for a comprehensive re-procurement exercise to be undertaken using the Competitive Flexible Procurement route to market. The system in question is mission-critical to the safety and continuous operation of the tunnel infrastructure within the TfL network. these additional services required from the original contractor are due to technical reasons and continuity of critical systems. A change of contractor cannot be made for economic and technical reasons without causing significant inconvenience or substantial duplication of costs.
