## Summary

The University of Bath is planning a procurement process for a Metering (Power & Water) Services Contract, with an expected contract duration starting on 1st June 2026, and potentially extending up to 31st May 2036. This procurement is in the planning stage, and it will address the maintenance and support of existing sub-metering systems across the Claverton Campus and other properties within the City of Bath. The contract seeks expertise in handling a variety of metering hardware, such as Ethernet-to-RS485 gateways and RS485-connected meters, with submissions expected to be made electronically via the Delta eSourcing portal. The deadline for expressions of interest is set for 6th March 2026, with an enquiry period closure on 28th February 2026. This open procurement, operating under a Competitive flexible procedure, offers a planned gross value of £350,984.16 and is covered by GPA regulations.

This tender presents a significant opportunity for businesses, particularly those with expertise in automated meter reading (AMR) systems using different metering instruments. Companies specialising in metering hardware, repair, and maintenance services, especially those familiar with Elcomponent gateways and related devices, would be well-suited to compete. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are also encouraged to participate, given their suitability is acknowledged. Winning this contract could enhance a company's portfolio, offering growth potential through the long-term relationship with a prestigious institution such as the University of Bath. The planned renewal option adds further potential for continued business opportunities.

## Notice

The University has invested in a sub-metering system that covers the Claverton Campus together with properties in the City of Bath; in total there are over 2000 meters installed on electrical, gas, water, and heat supplies. The University wishes to establish a contract to cover the essential maintenance and support of the existing sub-metering hardware, along with any additional metering as required. The hardware is based on Ethernet-to-RS485 gateways and RS485-connected pulse counters, together with a variety of RS485- and pulse-output-connected electric, gas, water, and heat meters. Historically, Elcomponent gateways and 4MODs have been extensively used, latterly being supplemented by iSMA devices and some LoRaWAN-connected devices It is anticipated that the contractor will be able to demonstrate significant experience working on large scale AMR systems using the same hardware and software.
