## Summary

The Cyngor Gwynedd is currently in the tender stage for the "Gwynedd and Anglesey Structures & Coastal Maintenance Framework 2026". This public procurement initiative covers various construction works in the industry category, located within the Gwynedd and Anglesey regions in Wales, United Kingdom. The procurement stage, as of 5th June 2026, includes the opportunity for contractors to participate in an open, competitive flexible procedure. Key dates to be aware of include the tendering period which concludes on 16th July 2026, and the framework will officially commence on 17th August 2026, extending to 31st July 2029. The framework supports maintenance, routine, emergency, and reactive works related to structures and coastal assets, with an estimated gross value of £6,000,000.

This tender presents valuable opportunities for growth, especially for businesses specialising in construction, maintenance, and civil engineering sectors, including SMEs and VCSEs. The framework is suitable for firms with expertise in structural maintenance, marine and coastal engineering, geotechnical engineering, and emergency response in challenging environments. The inclusion of a variety of lots with specific regional and financial criteria offers businesses opportunities to showcase their capabilities and gain substantial contracts within a structured procurement process. The flexible procedure allows for a diverse range of companies to participate, promoting a competitive environment where quality, cost, and social value play significant roles in the selection process.

## Notice

This Framework Agreement is established by the Contracting Authorities (Gwynedd Council and Isle of Anglesey County Council) in accordance with the Procurement Act 2023 and the NEC4 Framework Contract. The Framework provides a compliant mechanism for the delivery of routine, reactive and emergency maintenance of structures and coastal assets within the Authority's jurisdiction. No guarantee of workload or value is provided. The Framework supports statutory duties relating to highway and coastal infrastructure and ensures continuity of safe and operational assets. Assets include (but are not limited to): Bridges Culverts and drainage structures Retaining walls Sea defences and coastal structures Piers, promenades and slipways Associated structural and marine assets Works delivered under this Framework may arise from planned, reactive or emergency situations, with a significant proportion of works typically originating from reactive or emergency events. In certain cases, the Framework may be used to support immediate response activities, including make-safe and temporary stabilisation works where required. However, the Framework also supports the delivery of planned maintenance, as well as permanent repair, reconstruction and asset stabilisation works, including works following emergency or reactive interventions. The Framework is therefore intended to facilitate both the initial response (where appropriate) and the subsequent delivery of durable, long-term solutions.
