## Summary

The procurement initiative by NHS Herefordshire and Worcestershire Integrated Care Board (ICB) aims to secure a contract for a Post-Diagnostic Dementia Support Service to serve the residents of Herefordshire and Worcestershire. The contract, facilitated by NHS Midlands and Lancashire Commissioning Support Unit, will commence on 1st November 2026, following a service mobilisation period between 1st July and 31st October 2026. This procurement has progressed to the award stage, with Alzheimer's Society identified as the supplier, following a competitive tender process conducted using an open procedure under the UK Procurement Act 2023. The procurement falls under the health services category and aims to deliver an integrated support structure for dementia patients and their carers over a three-year term, with an optional two-year extension.

This procurement presents significant growth opportunities for organisations skilled in delivering holistic health and social care services tailored to dementia care. Businesses capable of providing experienced personnel, including dementia advisors and navigators, and who can demonstrate a holistic approach to patient support, will find such contracts beneficial. Moreover, with a significant total value of £3,960,130, this procurement suits large organisations and voluntary, community, and social enterprises (VCSEs) that can compete on service quality and social value criteria to meet the ICB’s standards and expectations.

## Notice

A Competitive Process under The Procurement Act Regulations 2023 was conducted with the aim of awarding one contract for a Post-Diagnostic Dementia Support Service to cover the population of the counties of Herefordshire and Worcestershire, for a 3-year period with the option to extend for a further 2-years subject to mutual agreement. The aim of the Herefordshire and Worcestershire (H&W) Dementia Post Diagnostic Support Service is to provide support for people with a memory concern and those living with the effects of dementia, including carers. Staff will enable and empower those accessing the Service to find opportunities to lead a life which has meaning, value and purpose . The Service will be delivered through a holistic and integrated approach, considering the "whole" person and the community in which they live rather than focusing solely on symptoms and disease, and will take into account the person's ability to self-manage. The Service will operate across the entire span of an individual's dementia journey and will work directly with carers, as appropriate, supporting their navigation and coordination of the pathway. The service will provide young onset dementia post diagnostic support that recognises the needs of people who are diagnosed at an earlier age, and their families. The Service will consist of a team of dementia advisors/navigators, manager and administrative support, as a minimum. The Provider is responsible for ensuring that all staff (including with subcontracting arrangements) are suitably experienced and qualified to fulfill the role for which they have been employed. An induction programme will be in place for all staff at the commencement of the contract to ensure understanding of the service to be delivered and subsequently for all new employees. The contract term is three (3) years, with the option to extend for two (2) years subject to mutual agreement. The contract is due to formally commence on 1st November 2026. The service mobilisation period will take place between 1st July and 31st October 2026. The total cost to the ICB is PS3,960,130.00 excluding VAT for the 3-year contract period including the optional extension period of 2-years. This is in line with the ICB's total affordability threshold of PS3,960,130.00 for this procurement exercise. VAT is not applicable to this contract.
