The objective of the procurement was to secure the continued delivery of key accommodation-based interventions designed to prevent homelessness, reduce rough sleeping and support individuals into sustainable housing outcomes. The procurement was divided into two separate lots: Lot 1 - Safe to Stay Hub: Provision of a minimum of 12 bed spaces within a single accommodation setting in Lowestoft, including all staffing required to deliver the service. Lot 2 - Rough Sleeping Initiative (RSI) Beds: Provision of 10 RSI bed spaces across East Suffolk (covering both North and South Suffolk), either in dispersed accommodation or within a single scheme. Staffing support for these placements would be provided by ESC's in-house Outreach Team. The opportunity was advertised through an Open Procedure to encourage market participation and competition. However, despite the competitive process, the procurement attracted limited market interest. Only one bid from Anglia Care Trust was received for Lot 2, and no bids were received for Lot 1. The submission received for Lot 2 was evaluated and found to fully satisfy the Council's requirements, resulting in the award of a three-year contract valued at PS291,330 (inclusive of VAT) for the delivery of 10 RSI bed spaces across East Suffolk. The contract is currently being delivered through Anglia Care Trust. One of the schemes is located at Battery Green Road which was originally commissioned to provide six bed spaces despite the property having capacity for eight bedrooms. The supplier has subsequently confirmed that the two additional bedrooms can be brought into operational use, creating an opportunity for the Council to increase accommodation capacity within an existing service to help meet ongoing demand for rough sleeping and temporary accommodation provision.
