## Summary

Westminster City Council has completed the awarding stage of a procurement process for homecare services in the South Patch of London. The existing contract ended on 14th December 2025, and a new interim contract was awarded to Vincentian Care Plus. The contract, commencing on 15th December 2025, will initially run for 12 months with an optional six-month extension. This direct award was necessitated by urgency to ensure continuity of care under the Care Act 2014, as the council undertakes the mobilisation of new framework contracts. The procurement was conducted under a direct award method, justified by Schedule 5, Paragraph 13 of the Procurement Act 2023 due to the urgency of continuity in providing statutory care services. The procurement falls within the 'Social work services without accommodation' category and underscores a direct award procedure for urgent care continuity.

This contract presents significant opportunities for businesses involved in providing personalised homecare services, particularly those capable of delivering seamless continuity and high standards of care. It is ideally suited for experienced providers in the social care sector, especially those specialising in care for adults with disabilities and vulnerable populations who require consistent and reliable homecare services. With a gross contract value exceeding £3 million and the inclusion of an optional extension, this provides a lucrative opportunity for businesses aiming to expand their portfolio in the public health and care services domain. Large-scale businesses that can swiftly mobilise resources and maintain quality standards stand to gain from such contracts, aligning with statutory service objectives and contributing to the community's welfare.

## Notice

The existing contract for homecare services in the South Patch ended on 14th December 2025. It is intended that a new interim contract will be formally awarded to Vincentian Care Plus (Company Number 05321333) following publication of the Contract Award Notice. This notice is intended to provide visibility of the Council's intention to formally award the contract by entering into the contract with effect from 15th December 2025 for an initial term of 12 months. with an optional six month extension. The contract will include termination provisions to allow early exit once mobilisation of the new framework contracts is complete.

### Procurement Information

The Council has a statutory duty under the Care Act 2014 to: * Ensure appropriate personalised care and support to meet the individual assessed needs of service users. * Maximise independence, focusing on choice and control for people in receipt of Homecare. * Ensure consistency and continuity of care, minimising service disruption for vulnerable adults and younger adults with disabilities receiving Homecare. The contract for homecare services expired on 30th November 2025. The Council has been conducting a procurement exercise to put in place new framework and contract arrangements for homecare services. The frameworks have now been awarded and entered into, and call-off contracts are being mobilised. However, the mobilisation of the new arrangements has not been completed before the expiry of the current contract. Paragraph 13 of Schedule 5 of the Procurement Act 2023 provides a justification for the direct award of public contracts where it is strictly necessary for reasons of urgency and where a public contract cannot be awarded on the basis of a competitive tendering process. The short-term direct award is strictly necessary and urgent to enable the Council to continue delivering these critical services to vulnerable clients and fulfil its statutory duties under the Care Act 2014 until services fully commence and mobilise under the new framework and contract arrangements. The proposed direct award will provide contractual assurances to the supplier and support the continued delivery of statutory provision
