## Summary

Westminster City Council has announced the direct award of an interim contract for homecare services in the Central Patch area to London Care Limited. The procurement process, classified under the 'services' industry category, saw the contract initiated immediately following the expiry of a previous arrangement on 14th December 2025. The new contract commenced on 15th December 2025, with a potential duration up to 13th June 2027, including a six-month extension option. Given the urgent need due to statutory requirements under the Care Act 2014, the direct award, highlighted in the recent transparency notice dated 3rd February 2026, ensures continuity of critical social work services without accommodation. The main procurement method used was a 'direct award' due to urgency, as per the stipulations of the Procurement Act 2023.

This contract presents substantial growth opportunities for businesses skilled in delivering homecare services, specifically those that can handle large-scale operations like London Care Limited. Organisations that excel in providing seamless and personalised care services are poised to benefit from similar procurement opportunities in the future. The demand for consistent and quality care for vulnerable and disabled adults in London creates a vibrant market for companies capable of maintaining high standards of service delivery while fulfilling statutory mandates. Businesses looking to expand in the public sector services realm, particularly within local government frameworks, should monitor related procurements for potential participation.

## Notice

The existing contract for homecare services in the Central Patch ended on 14th December 2025. It is intended that a new interim contract will be formally awarded to London Care Limited (Company Number 03117278) following publication of the Contract Award Notice. This notice is intended to provide visibility of the Council's intention to formally award the contract by entering into the contract with effect from 15th December 2025 for an initial term of 12 months. The contract will include termination provisions to allow early exit once mobilisation of the new framework contracts is complete

### Procurement Information

The Council has a statutory duty under the Care Act 2014 to: * Ensure appropriate personalised care and support to meet the individual assessed needs of service users. * Maximise independence, focusing on choice and control for people in receipt of Homecare. * Ensure consistency and continuity of care, minimising service disruption for vulnerable adults and younger adults with disabilities receiving Homecare. The contract for homecare services expired on 30th November 2025. The Council has been conducting a procurement exercise to put in place new framework and contract arrangements for homecare services. The frameworks have now been awarded and entered into, and call-off contracts are being mobilised. However, the mobilisation of the new arrangements has not been completed before the expiry of the current contract. Paragraph 13 of Schedule 5 of the Procurement Act 2023 provides a justification for the direct award of public contracts where it is strictly necessary for reasons of urgency and where a public contract cannot be awarded on the basis of a competitive tendering process. The short-term direct award is strictly necessary and urgent to enable the Council to continue delivering these critical services to vulnerable clients and fulfil its statutory duties under the Care Act 2014 until services fully commence and mobilise under the new framework and contract arrangements. The proposed direct award will provide contractual assurances to the supplier and support the continued delivery of statutory provision
