## Summary

Monmouthshire County Council is in the planning stage of commissioning a Sensory Impairment Rehabilitation Service, targeting residents with sensory impairments in the region of UKL21, United Kingdom. Categorised under "Health and social work services," the procurement process involves a preliminary market engagement seeking insights to shape the service specification. Scheduled for completion by 20th February 2026, businesses have the opportunity to submit written comments. The service aims to provide person-centred rehabilitation in accordance with the Social Services and Well-being (Wales) Act 2014, with the contract period extending from 1st August 2026 to 31st July 2031. The tender adheres to Welsh devolved regulations and is valued at £440,000 gross.

This tender represents significant growth opportunities, encouraging participation from SMEs and VCSEs aligned with the light touch procurement regime. Service delivery involves sensory impairment specialists, integrated health and social care teams, and collaboration with third-sector organisations. Businesses capable of offering innovative, tailored rehabilitation programmes, preventive strategies, and training for professionals and carers are well-suited for this project. Additionally, maintaining strong links with ophthalmology and audiology pathways will be crucial, presenting a robust chance for businesses to establish themselves in the health and social services industry.

## Notice

Monmouthshire County Council intends to commission a specialist service to support residents with sight, hearing, dual sensory, or deafblind impairments, in line with the Social Services and Well-being (Wales) Act 2014. The service will need to provide person-centred rehabilitation, early intervention, and strategies to maintain independence. Delivery will likely include approximately 1.5 FTE qualified sensory impairment specialists (including ROVIs or RVS) operating within integrated health and social care teams, undertaking home visits, assessments, and training, while issuing aids and equipment to promote independence. Key service delivery operations include: * Managing referrals from professionals, individuals, and families. * Prioritising waiting lists and maintaining clear communication. * Developing tailored rehabilitation programmes based on "What Matters" principles. * Supporting home adaptations and liaising with third-sector organisations and health services. The service should also provide training for professionals and carers, implement preventative strategies to reduce the impact of sensory loss, and maintain strong links with local ophthalmology and audiology pathways. The aim is to enable individuals to live independently and improve well-being through timely, practical support and skills development.
