## Summary

The Crescent Academy, located in Stoke-on-Trent, had initiated a procurement process for the GEM (Good Estate Management) Framework, focusing on professional consultancy services within the public sector. This framework was intended to cover various services including project management, cost consultancy, and design services to support construction and infrastructure projects. Initially in the planning stage, the process aimed to invite the market for early engagement to gather insights for a potential multi-supplier framework, with further communication expected by 30 March 2026. Although initially scheduled to start on 22 June 2026, the procurement process was later withdrawn on 9 July 2026 following an internal review, with a potential new initiation anticipated no earlier than 2027.

The GEM Framework presented a significant opportunity for businesses within the consultancy, construction, and engineering sectors to expand their reach in the public sector. Small and medium-sized enterprises (SMEs) would have found this framework particularly beneficial, given its broad scope and strategic importance across multiple public sector domains such as central and local government bodies. The engagement phase sought feedback on service scope, providing an avenue for businesses to directly influence the procurement process. Although withdrawn for now, businesses should stay alert for future opportunities and potential reissuance of the tender for a comprehensive suite of consultancy services supporting asset management and public infrastructure projects.
