## Summary

The Vale of Glamorgan Council, a sub-central government public authority in the UK, is currently in the planning stage of a procurement process for the "Tenancy Support Service (Mental Health - TESS 5)" project. This initiative aims to provide floating support to mental health clients, focusing on flexible, tailored housing-related services to foster independent living. The project is highlighted in the Health and Social Work Services industry category and is scheduled to hold a Market Engagement Event on 23rd February 2026 via Microsoft Teams. This event serves as an opportunity for prospective service providers to engage with the buyer. Interested parties must confirm their attendance by 20th February 2026. The tender is valued at GBP 1,302,500 and is set to commence on 3rd August 2026, running until 1st August 2031 with possible extensions up to 2033.

This tender presents a significant opportunity for businesses specialising in health and social work services, especially those focused on mental health support systems. Small and medium-sized enterprises (SMEs), as well as voluntary, community and social enterprises (VCSEs), are particularly encouraged to take part due to the suitability criteria prioritising these entities. Companies with expertise in providing flexible, needs-led, and outcome-focused support models will find this project well-aligned with their capabilities, offering potential for substantial business growth and the chance to contribute positively to the community by enhancing the quality of life for individuals with mental health needs.

## Notice

The aim of this project is to provide floating support for mental health clients by providing assistance to access information, advice, support and resources to enable them to make informed choices. The service will provide flexible housing related support to a minimum of 50 individuals. The provider ill be expected to provide a flexible model of support which is tailored to meet individual needs. The service working with individual service users involves tailored support independently as a responsible member of their community. The service will work with the service users to develop that persons capacity to live independently in accommodation or sustain his/her ability to do so. While service users will have a variety and individual intensity of need, there is an expectation that support services will over time be reduced as service users achieve higher levels of independence. Therefore, support provision must be needs led, outcome focused and time scaled. The management of the property must not constrain the freedoms of the service user beyond those associated with the normal legal terms of occupancy agreements. The support provider will be responsible for monitoring all aspects of the service provided through the project.
