## Summary

Devon County Council has concluded a direct award contract with Landmarc Environmental Engineering for emergency works on the sea defences around Slapton Ley in Devon, following severe storm damage. This initiative, titled "Slapton Ley - Emergency works to sea defences", falls within the works category and seeks to address the damage caused on the A379 between Torcross and Slapton. The procurement process was completed under regulations permitting direct awards due to extreme urgency, as outlined in the Procurement Act 2023. The contract covers the period from 5th February to 19th February 2026, valued at £144,000, and focuses on essential infrastructure recovery to protect an area of significant national importance.

This procurement process presents significant opportunities, primarily for small and medium-sized enterprises (SMEs) specialising in environmental engineering and infrastructure protection. While this specific contract was awarded non-competitively due to urgent requirements, subsequent works in the locality may offer competitive tendering opportunities. Such projects could be particularly attractive to businesses that have expertise in constructing sea defences, beach consolidation, and managing projects in sensitive or protected areas. Enterprises with capabilities in managing emergencies and resilience planning would find similar opportunities beneficial for growth and expansion within the public sector.

## Notice

Emergency work to the coastal defences to the north of Torcross, Devon on the A379 between Torcross and Slapton. As a consequence of storm "Chandra" a large section of sea defence has been severely damaged leading to the destruction of the road and threatening the properties of Torcross. There is an imminent danger of further damage that will lead to damage to properties at Torcross and a breach of Slapton sands which will threaten Slapton Ley with catastrophic effect on the wildlife and existence of this SSSI area of significant national importance. Works to be supplied under this contract are strictly necessary for reasons of extreme and unavoidable urgency and works to be supplied under this contract cannot be awarded on the basis of a competitive tendering procedure. Devon County Council intends to directly award a contract to Landmarc Environmental Engineering of Totnes, Devon in accordance with S. 41 (5) and Schedule 5 clause 13 and 14 of the Procurement Act 2023. This award is for the emergency works to ensure the immediate protection of Slapton Ley.
