## Summary

The Ministry of Justice, located in London at 102 Petty France, is currently in the planning stage for procuring high-volume offsite print services. The procurement is classified under the services category, specifically targeting mailing and printing equipment and software. This initiative, titled "High Volume Offsite Print (HVOP)", is part of a larger requirement to support the Ministry's diverse operational needs throughout its offices across the United Kingdom. Business entities interested in engaging with this opportunity should note that the RFI process is ongoing with a submission deadline of 27th February 2026, while the procurement process is anticipated to commence around June or July 2026. The estimated contract period is slated to begin on 1st September 2027, running until 30th June 2032. All communications are conducted via the MoJ e-sourcing portal.

This procurement opens significant growth opportunities for businesses involved in mailing services, printing, and document management systems. Firms with capabilities in providing a hybrid mail solution, secure offsite document production, and effective document management software development services would be particularly well-suited to compete. The procurement’s substantial estimated value of £251.6 million offers a lucrative prospect for suppliers equipped to deliver comprehensive postal and telecommunications services. Engaging in this tender can also lead to long-term partnerships with the Ministry of Justice, providing consistent demand for high-volume print and mailing services to support over 90,000 users across more than 1,000 different buildings in the UK.

## Notice

This notice is published in accordance with the Procurement Act 2023. It should not be interpreted as a guarantee of any future procurement opportunity, nor as confirmation of the approach outlined herein. The purpose of this Notice is: a) For MoJ to engage the market and provide an initial brief as to our future requirement and direction of travel, for the provision of High-Volume Offsite Printing. b) For MoJ to ask questions pertinent to our strategy and stage of the project and elicit useful information and answers from market experts. This will be conducted through a Request for Information (RFI) exercise. The MoJ is a diverse organisation providing services and regulation for the broader criminal justice system in the UK. As well as the core of MoJ Headquarters, it also includes His Majesty's Courts and Tribunals Service (HMCTS), His Majesty's Prisons and Probation Service (HMPPS), the Office of the Public Guardian (OPG), the Legal Advice Agency (LAA), Arm's Length Bodies (ALBs) and others. A full list of the MoJ's services and organisations can be found on the gov.uk website, here: https://www.gov.uk/government/organisations/ministry-of-justice/about In total, there are approximately 90,000+ users across the organisations, located all across the country and in approximately 1000+ different buildings. These include headquarters, HMCTS offices, courts, probation offices, prisons, and specialist print centres. All of these users require printing services in a variety of ways and against a number of use cases. The MoJ is looking to procure its next generation of print services. The Future Print Services team has refined the services it requires into two main categories: a) Office Print b) High Volume Offsite Printing (HVOP) We are separately exploring an opportunity for Office Print. This Notice relates specifically to the HVOP service. The requirement is for a Hybrid Mail solution operating out of a dedicated, secure document production centre located off-site. Files and documents will be submitted through either an integration with an MoJ line-of-business application, or via a dedicated portal provided by the supplier. The documents must then be printed, packed and dispatched directly to the intended recipient. Additionally, there is an option to validate postcodes prior to dispatch, ensuring that items with invalid postcodes are not sent. The service includes all components of the delivery including the cost of the postage to the ultimate recipient. The intended timescale for the RFI is February 2026. Further details on how to participate and access the RFI documents can be found in the Engagement section of this Notice. The procurement process is expected to commence June/July 2026 (exact timing to be confirmed). The MoJ is currently evaluating whether to utilise an existing framework agreement (under the 2015 or 2023 Procurement Act regulations) or to proceed with a new tender. This decision will follow a comprehensive review of market conditions and internal requirements. Please note that the details outlined in this notice are subject to change as the MoJ continues to develop its procurement strategy. Please also note that the estimated value of this procurement is a high level estimate at an early stage of the process, inclusive of optimism bias contingency. It should not be taken as a guarantee for actual expenditure under any future contract.
