## Summary

Brighton and Hove City Council is initiating a public procurement process to form a Strategic Energy Partnership aimed at accelerating the city's progress towards net zero. The opportunity, titled "BHCC JB Strategic Energy Partnership", falls within the services industry category, specifically focusing on energy management and environmental consultancy. This procurement is currently in the planning stage with preliminary market engagement underway, which will help refine the council's requirements and commercial models before the formal procurement process begins in Autumn 2026. The project is located in Hove, United Kingdom, with an engagement milestone scheduled for 27 March 2026.

This tender presents significant opportunities for businesses involved in large-scale energy and infrastructure sectors to contribute to pivotal decarbonisation projects. With an estimated contract value of £10 million to £12 million, the project is suitable for SMEs and VCSEs, allowing these entities to partner with Brighton and Hove City Council and support its long-term economic and social objectives. Businesses skilled in energy management and consultancy are ideally suited to compete, as the preliminary market engagement seeks innovative solutions and partnership structures that can mobilise investment and drive the city's energy goals. Participation in this stage is essential for firms looking to shape the procurement approach and secure a role in the forthcoming formal process.

## Notice

Brighton & Hove City Council (BHCC) is seeking to engage with organisations that have suitable experience in largescale energy, infrastructure, or related sectors, in relation to the forthcoming opportunity to form a Strategic Energy Partnership (SEP). The SEP will deliver energy decarbonisation projects at pace and scale, accelerating the whole city's progress towards net zero. Prior to undertaking the formal procurement process, which is targeted to commence in Autumn 2026, BHCC is seeking to undertake Preliminary Market Engagement (PME). The purpose of this engagement is to consult with the market to refine the council's requirements, explore partnership and commercial models, and shape the procurement approach. Through this early engagement, BHCC aims to secure a commercially viable partnership structure that can mobilise investment, accelerate delivery, and support the city's long-term decarbonisation, economic, and social objectives. Please note this PME notice is not a call for competition nor an invitation to tender. Participation in this PME exercise will not influence future procurement decisions.
