## Summary

The procurement process for the 'Actian Software Licenses Support & Maintenance' contract has been executed by the Department for Work & Pensions (DWP), located at Caxton House in London. This contract, valued at £8.5 million, concerns the renewal of software licenses for the period from 2026 to 2029 and falls under the 'Software package and information systems' category. Procurement was conducted via a direct award due to the nature of the software, which is essential for maintaining legacy business applications used by DWP. The contract award has been completed, with Actian Europe Limited, based in London, as the supplier. Relevant dates include the contract signing on 1st July 2026, and its completion scheduled for 21st February 2029.

This tender presents a significant opportunity for businesses involved in software development and support, particularly those specialising in legacy system maintenance and bespoke software solutions. Although the direct award limits competition, companies in the industry can explore potential collaborations or seek to provide ancillary services to primary contractors like Actian. Large-scale suppliers with unique or proprietary products could also explore opportunities to demonstrate their exclusive offerings that address specialised needs and secure future contracts through similar procurement routes.

### Procurement Information

The Department has used OpenRoad and Ingress software to support three legacy business applications that cannot operate without it. The right to use the software is available only from Actian under a subscription licence, and no alternative supplier can provide the required licence. The Department therefore intends to make a direct award under Section 41, relying on the Schedule 5 justification that only a particular supplier can supply the required software
