## Summary

The Liverpool City Region Combined Authority is in the planning stage of a procurement process for creating new active travel maps focused on cycle routes and facilities across its region, covering Halton, Knowsley, Liverpool, Sefton, St Helens, and Wirral. The contract, titled "Liverpool City Region Active Travel Maps," is aimed at developing six maps that include destinations, landmarks, and links to public transport, ensuring accessibility and clarity for users with varying levels of visual acuity and cycling experience. The anticipated contract cost is £50,000, with a gross value of up to £60,000, operating under the services category. Businesses interested in participating are invited to submit their interest by 9th March 2026, with communications for the opportunity commencing by 30th April 2026. The contract period is expected to run from 1st June 2026 to 1st February 2027.

This tender presents growth opportunities for businesses specialising in digital mapping, mapping software development, and printed matter related to business services such as marketing and consulting. The procurement is particularly suited for SMEs and VCSEs that can provide innovative, user-friendly mapping solutions tailored to the city region’s needs. The successful supplier will collaborate with the Combined Authority and the six constituent councils, presenting an opportunity to showcase expertise in digital mapping services. This tender offers not only the potential for a valuable contract but also an entry point into broader projects within the UK public sector, especially for businesses capable of addressing accessibility standards and ensuring future map updates.

## Notice

The Liverpool City Region Combined Authority (LCRCA) is looking to create a new active travel map (walking, wheeling and cycling), primarily concentrating on cycle routes and facilities across the city region. The supplier will work with the LCRCA and the six constituent authorities (Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral) to develop a map that is both clear and easy to use. The result of the contract will be six maps (1 for each local authority area) of active travel facilities such as segregated cycle lanes, off road cycle networks and on road quiet routes. The mapping data that is created by the successful supplier will be owned solely by the LCRCA. This is so that when new routes and facilities are built, the maps can be easily updated by the internal personnel using a standard specification. The maps will need to include key destinations, safety information, key landmarks, bike shops, repair stations, and links to public transport hubs. These will be determined with the successful supplier. Maps must have clear legibility and at an accurate scale for urban areas and consistent, intuitive symbology for different types of cycling infrastructure. Maps must meet accessibility standards, ensuring they are usable for people with visual impairments or varying levels of experience. We would like potential suppliers to provide us with a short statement (no more than 500 words) as to how they feel they could best suit our needs and their ethos as an organisation along with (if they have them) examples of Active Travel Maps they have previously made.
