## Summary

Liverpool City Council is in the process of procuring "Extra Care Services" under the industry category of health and social work services. The procurement is focused on five Extra Care Housing schemes within Liverpool, aiming to enhance Adult Social Care for residents. Initially in the planning stage, the Council had scheduled an information session on 6th March 2026 for interested bidders to gain insights into the project. However, after reconsideration of queries during the procurement process, the Council decided to cancel the tender on 17th April 2026, indicating a future re-tender once service design elements are revised to maximise benefits. The procurement method was an open competitive flexible procedure, and submissions were expected to be made via the council's procurement portal, ProContract by the deadline of 10th April 2026.

The opportunity, when revised and re-tendered, presents significant growth potential for businesses in the health and social care sector, particularly those with experience in Extra Care Housing services. It provides the chance for providers capable of delivering high-quality care and support services to secure contracts across multiple schemes. Businesses adept at meeting quality, cost, and social value criteria, as per the national TOM's social value framework, would be well-suited to compete. The procurement process will involve a thorough evaluation of submissions and may include interviews to clarify bids. Future successful bidders will not only contribute to enhancing the community's quality of life but will also benefit from contracts with possible extensions, ensuring long-term collaboration with Liverpool City Council.
