## Summary

Fareham Borough Council has completed a direct award procurement process for the supply of aviation fuel at Solent Airport @ Daedalus. The procurement focuses on the supply and delivery of aviation fuels, including Jet A1 and AvGas 100LL, with a transition expected to UL 94 over time. The process, categorised under goods, takes place in the South East of England, UK, with the contract set to begin on 1st April 2026 and last until 31st March 2028, potentially extendable by one year. The anticipated contract value, assuming consistent demand, is approximately £2,040,000. Stakeholders are advised that a standstill period ends on 23rd February 2026, and the future signature date is scheduled for 25th February 2026.

This tender presents notable opportunities for businesses involved in the aviation fuel industry, particularly those with capabilities in delivering both Jet A1 and UL 94 fuels, thus facilitating the transition from AvGas 100LL. Large-scale suppliers like Greenergy Fuels Ltd, who have been awarded the contract, may find increased demand beneficial for business growth. Businesses supplying aviation kerosene and familiar with safety and aviation certification processes are well-suited to compete in this sector, aligning with the operational requirements of Fareham Borough Council. The direct award approach highlights the unique technical requirements that suitable suppliers must fulfil, making it essential for interested parties to demonstrate substantial capability in effectively handling such specific procurement needs.

## Notice

Supply, including delivery of the following aviation fuels for resale. Volumes below are estimated initial volumes at day 1. Supply to commence 1st April 2026 1) Jet A1 (~100,000l) 2) AvGas 100LL (~200,000l) 3) UL 94 (zero litres) Supplier must be able to provide all relevant safety and aviation related certifications, compliances and documentation as required to lawfully supply aviation fuel for resale. UL94 will be introduced, and the AvGas volume will be expected to reduce in a 1:1 ratio with UL94. Therefore supplier must be able to supply both and facilitate this transition. Jet A1 demand is significantly higher due to one of our customers having a very high current use. Supplier must be able to confirm surety of supply to around 800,000l pa. However this demand is not expected to be long term so cannot form part of the minimum supply agreement. The contract value in this notice is assuming the above demand continue for the whole 2+1 years. Even though this is unlikely. PS780,000 including VAT is more likely to be value, but highest expected is posted here.

### Procurement Information

Given the operational requirement to transition from AvGas100LL to UL94, and for minimum levels to be transferrable between the two, a supplier who can supply both is required. Using thorough market testing we have been unable to find a supplier who can offer this at the current requisite volumes.
