## Summary

Leicestershire County Council is actively seeking qualified suppliers for its "Highway Maintenance Resources Framework_2026" project, focusing on highway maintenance services under an NEC4 Framework Contract. The procurement process is currently in the tender stage, utilising an open procedure to invite applications. The relevant geographical area is the United Kingdom, with services centered in the Leicester region (UKF22). Important dates include a tender submission deadline on 3rd July 2026 and an anticipated contract start date of 1st August 2026, lasting a maximum of 48 months, with possible extensions extending up to 31st July 2030. Prospective suppliers need to ensure compliance with Leicestershire County Council's requirements and demonstrate the ability to provide additional resources on an ad-hoc basis, valued at a gross maximum of £14,400,000.

This tender offers significant opportunities for businesses in the highways engineering sector, particularly those specialising in maintenance and minor civils works. It is an excellent chance for companies able to supply trained operatives equipped with the necessary vehicles and equipment. The Council's approach to appoint up to five organisations allows for wider participation and competition. Small and medium enterprises (SMEs), especially those capable of providing teams of operatives and operated machinery like backhoe loaders, could benefit greatly from the potential growth and stability offered by this framework. The focus on price and quality as award criteria (with a 90% weighting on price) ensures efficient cost management for the Council, while giving suppliers varying competitive advantages.
