## Summary

The Health and Safety Executive (HSE) is inviting tenders for the provision of a Liquid Hydrogen Flow Conditioning Module for an experimental programme. This active procurement falls under the tender stage, with a focus on industrial process control equipment. The procurement method is open competition, below threshold. Interested parties must submit responses via the HSE In-Tend portal by 13:00 GMT on 16 March 2026; the enquiry period closes at 13:00 GMT on 6 March 2026. A Q&A session is scheduled for 23 February 2026, offering further engagement at 10:00 GMT. The HSE, a central government public authority located in Merseyside, United Kingdom, is overseeing the process, with a total gross tender value estimated at £96,000.

This tender presents a significant opportunity for businesses specialising in cryogenic technology and industrial process control equipment. Companies capable of engineering and delivering precise cryogenic systems, particularly those with expertise in liquid hydrogen applications, would find this tender ideal for enhancing their portfolio and securing a high-profile government contract. The requirement for controlled flow at defined temperatures suggests that firms focused on thermodynamics, advanced process instrumentation, or innovative heat exchanger systems would be competitive candidates. Engagement with the HSE could not only catalyse business growth but also ensure alignment with cutting-edge experimental research programmes.

## Notice

HSE require a liquid hydrogen flow conditioning module for use during a research test programme. The flow conditioning module should be able to produce a flow of cryogenic gaseous hydrogen at a set flow rate (between 30 - 400 g/s) and temperature (between 25 - 50 K). It is envisaged that the majority of the vaporisation could be achieved by use of a heat exchanger. This can be electrically powered and use direct contact or a medium (air, water or another fluid) as the heat exchange medium. For fine temperature control, the system can could use ambient temperature gaseous hydrogen injected into the flow through a control valve. The system should include a control loop which takes a signal of outlet temperature as an input to modify the heat input into the cryogenic flow. A Q&A drop in session for regarding this tender will be held on 23/02/2026 at 10:00 GMT Please respond VIA In-tend for invitation details. Full description and diagrams available on in-tend
