## Summary

The procurement process known as "Crisis Cafe," initiated by Cheshire and Wirral Partnership NHS Foundation Trust, focuses on the development and continuation of crisis cafes, which are pivotal in supporting individuals experiencing mental health crises outside of clinical settings. The contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023 and has a term from 1st April 2026 to 30th June 2026, valued at £49,913.50. The procurement, classified under health services, is limited in nature and has been signed with East Cheshire Housing Consortium Ltd, a small to medium-sized enterprise. This contract has been awarded via a direct award process following previous provider satisfaction and is seen as a repetition of existing works. The procurement aims to ensure the continued operation of crisis cafes as part of the NHS Long Term Plan initiatives across the UK, specifically within the Cheshire and Wirral area.

This tender provides business growth opportunities primarily for service providers in the health sector, particularly those specialised in mental health support services. Companies experienced in managing community health initiatives or crisis response could benefit significantly from engaging with this contract. The NHS’s endorsement and funding through the Long-Term Plan also indicate a stable demand and future continuation of such services, thus appealing to businesses interested in long-term partnerships. The involvement of a provider selection regime suggests that businesses equipped to offer high-quality, responsive services without the need for a competitive bid could have an advantage. The focus on direct awards indicates room for businesses adept at maintaining quality standards and adherence to public health directives.

## Notice

The NHS Long Term Plan (LTP) championed the development of crisis cafes to offer an alternative approach in relation to supporting a self-defined menta health crisis that is not necessarily clinically assessed or defined. Through the provision of additional funding through the Long-Term Plan and capital investment available through 'Beyond Places of Safety' initiatives the Trust alongside partners were able to develop Crisis cafes across the CWP footprint The cafe is viewed by professionals and public as a core part of the health and care service offer. A break in this service offer would be detrimental to the hundreds of patients who use this service every month. It is recommended this contract is extended until the competitive process is actioned by the end of this year. In parallel a competitive procurement exercise will begin.
