## Summary

JISC SERVICES LIMITED, a public authority under sub-central government, is initiating a procurement process for digital assessment tools framework focused on the UK market. The procurement is currently in the planning stage, with a market engagement notice published on 13th February 2026, detailing the Request for Information (RFI) for high-quality digital assessment solutions. Interested parties are invited to submit a written response by 13th March 2026. The anticipated start date for the contract is 1st November 2026, lasting until 31st October 2029, with a future notice date set for 1st September 2026. This tender falls under the services category and involves a framework agreement aimed at enhancing educational software development services in the United Kingdom.

This procurement opportunity presents businesses with the chance to contribute to the digital assessment lifecycle, offering solutions across various areas or "lots", such as digital assessment platforms, originality detection tools, secure delivery, online proctoring, learner-centred ePortfolio solutions, and assessment integrations. Companies specialising in the development of educational software, especially those with experience in secure and interactive learning environments, will be well-suited to compete. With a focus on compliance and high-quality solutions, businesses can leverage this tender to expand their market presence and form long-term partnerships within the education sector. Engaging early by responding to the RFI can help secure a strategic position in upcoming procurement stages.

## Notice

We are responding to a sector-wide demand for high-quality assessment and feedback solutions that support effective, secure, and learner-centred assessment practices. We are considering the creation of a compliant procurement framework and are seeking to engage with suppliers in the proposed solution areas ("lots"), which are intended to cover the full digital assessment lifecycle. Lot 1: Digital Assessment Platforms End-to-end digital assessment solutions that support assessment design, delivery, marking, moderation, analytics, and feedback. Lot 2: Originality and Academic Integrity Tools Tools that support plagiarism detection, text similarity checking, and broader academic integrity workflows. Lot 3: Secure Assessment Delivery Lockdown browsers and secure testing environments that restrict device and system access during assessments. Lot 4: Online Proctoring Solutions Live, recorded, or AI-enabled proctoring services that support secure remote and hybrid assessment delivery. Lot 5: Learner-Centred ePortfolio Solutions Directly purchasable ePortfolio systems that enable learners to collect, reflect on, and present evidence of learning, with integrated assessment and feedback functionality. Lot 6: Assessment Integrations and Add-On Tools Specialist tools that integrate with digital assessment or examination platforms included on the framework. These may be supplied by third-party providers rather than the core platform vendor, allowing members to procure complementary solutions alongside a larger system. Please request a copy of the Request for Information (RFI) from procurement@jisc.ac.uk for full details,
