## Summary

The Hull and East Yorkshire Combined Authority (HEYCA) has completed the procurement process for the "Connect to Work (CtW) Programme," which is a key initiative aimed at improving labour market participation and supporting inclusive economic growth in the region. The procurement followed an open procedure and was organised into two lots: Lot 1 covering Hull, and Lot 2 covering the East Riding of Yorkshire, with a total contract value of £9,010,000. The procurement process commenced with planning on 13th February 2026 and evolved through the tender and evaluation stages, culminating in an award on 28th April 2026. The primary industry category involved is "Adult and other education services," and the contract will span from 1st July 2026 to 31st March 2030, underlining the long-term commitment to tackling economic inactivity within the region.

This tender offers substantial opportunities for business growth, particularly for organisations skilled in delivering supported employment services. Businesses engaged in sectors such as education, training, and consultancy services related to equal opportunities and social value are ideally suited to make the most of this opportunity. The programme emphasises a robust engagement with local employers across multiple sectors, which is ideal for firms that can deliver high-quality employment interventions and support sustained employment outcomes. Companies, particularly those classified as SMEs with a focus on community engagement and social value, will benefit significantly from the initiative, as it seeks to align participant needs with local labour market demands, ultimately contributing to the resilience and productivity of the local economy.
