## Summary

Essex County Council is in the planning stage for a tender titled "PL0121A Fleet Management Services," which falls under the service industry category focused on Fleet Management, Repair, and Maintenance Services. The procurement process is underway, aiming to identify capable providers to manage and administer its fleet of specialised and standard minivans for the Ugobus and DigiGo services. The procurement is initiated through a market engagement notice, with key responses due by 27th February 2026. The contract period is scheduled to start on 1st April 2026 and end on 1st April 2033, covering services within the UKH3 region of the United Kingdom.

This tender presents significant opportunities for businesses specialising in fleet management, particularly those experienced in administrative and maintenance services. Companies proficient in managing, repairing, and maintaining vehicle fleets could leverage this contract to expand their operations within the public sector. There is potential for business growth given the ongoing procurement of more vehicles throughout the contract term. Organisations with the ability to offer efficient fleet solutions and meet the specific requirements of Essex's transport services will find this tender to be well-suited for their capabilities, paving the way for collaboration with a substantial public authority.

## Notice

The Authority's Passenger Transport Unit is exploring options for the future fleet purchase for two of its services: 1) Ugobus Service * 32 Minivans for the transport of Adult Social Care Passengers, constituted by a mix of: o Specialist Mercedes and Renault minivans o Standard Ford Transit 17s * The Authority may purchase more similar vehicles during the Contract term 2) DigiGo Service * Essex's demand responsive public transport service, constituted of 25 vehicles in total of the following models: o Mercedes 16-seat minibuses o Mercedes low-floor minibuses (15 seats and a wheelchair space or similar). To support the newly purchased fleet, the Authority is exploring the market for potential capable and interested Fleet Management providers, to deliver the outcome of fully administrating and managing our fleet on our behalf. This would include but not be limited to managing this fleet on our behalf, managing the maintenance and repair of the vehicles, managing all organisation of and communication with garages, and invoicing and administration as appropriate, for us to fully outsource these fleet management responsibilities.
