## Summary

Scottish Natural Heritage, identified as a national agency, is progressing a procurement process for the Peatland Action Monitoring Surveyor Framework 2026. This tender is currently active and aims to establish a multi-supplier framework for environmental monitoring services. The framework focuses on peatland restoration sites across Scotland, classified under the services category with CPV code 90711500 for Environmental monitoring. Bids are being evaluated from March to May, with the submission deadline on 22nd April 2026. The procurement method chosen is open procedure, and electronic submissions are accepted. The contract comes with an initial value of £220,000 and has provisions for up to three 12-month extensions. Potential suppliers must ensure preparedness and clear document submission electronically by the stipulated deadlines.

This procurement offers considerable opportunities for environmental services firms across Scotland, particularly those with expertise in peatland monitoring. Businesses offering technical competence in vegetation surveys, photography, and data management will find this tender appealing. Up to ten suppliers can join the framework, providing ample scope for smaller firms to participate and expand their reach in environmental services. Key evaluation criteria include survey delivery methodology, geographical mobilisation, and sustainability practices, which may benefit firms emphasising innovative and sustainable approaches. The framework aims to ensure national geographic coverage, enhancing operational resilience and flexibility, creating growth potential for companies adept in environmental analysis and scientific services.

## Notice

NatureScot intends to establish a multi-supplier Framework Agreement for the provision of peatland monitoring survey services to support the Peatland ACTION Restoration Monitoring Network (RMN). The requirement includes undertaking vegetation quadrat surveys, feature status assessments, fixed-point photography and area-level assessments across peatland restoration sites throughout Scotland. Surveys will be carried out between May and October each year, with an estimated 17 sites in 2026 and approximately 12 sites per year thereafter, subject to annual programme needs. The framework is intended to appoint up to ten suppliers to ensure national geographic coverage, flexibility and resilience.

Additional information: Scotland Excel (SXL) will be acting on behalf of NatureScot in the execution of this procurement exercise but will not be party to the contract or the management of the contract throughout its lifetime.
