## Summary

South Lanarkshire Council is advancing the East Kilbride Masterplan, which involves redevelopment of the Centre West site in East Kilbride, Scotland. The contracting process is currently in the planning stage, with a focus on the recycling and reuse of materials from the ongoing demolition activities at this location. The procurement is scheduled to proceed using the Open Tender procedure evaluated on the basis of the Most Economically Advantageous Tender (MEAT), incorporating both price and qualitative technical criteria. As of February 17, 2026, businesses can anticipate a future notice by March 2, 2026, detailing further opportunities within this project, which is a service contract under the category of 'Other services'. Construction of the new Civic Hub is set to commence in 2027, with completion slated for 2029, and more information can be found at EK Future's website.

This tender provides substantial opportunities for businesses specialising in refuse recycling services, recovered secondary raw materials, and construction related products. Companies capable of uplifting, transporting, repurposing, and storing construction materials are particularly well-suited to bid, as the project aligns with circular economy goals by repurposing materials such as terrazzo flooring, glazing, terracotta panels, and metal mesh. The contract could offer substantial business growth for organisations adept in waste-tip management or refuse disposal and treatment services. The open competition approach ensures that the most resourceful and innovative firms can secure contracts, making it a lucrative prospect for those in the environmental protection sector and regional service providers aiming to engage with UK local authorities like South Lanarkshire Council.

## Notice

South Lanarkshire Council is progressing the East Kilbride Masterplan, which includes redevelopment of the Centre West site (G74 1LL). This project will create a new town centre neighbourhood, high-quality public realm, and a new Civic Hub building. The appointed demolition contractor for Centre West is currently on site undertaking demolition and deconstruction activities. As part of their contract, they are responsible for segregating and storing materials on-site for future repurposing into terrazzo tiles. Under this procurement, the appointed organisation will be required to uplift, transport, repurpose, and securely store these materials off-site. Materials identified for repurposing include terrazzo flooring sections (maximum size 700 x 700 mm), large-format glazing, terracotta panels, and metal mesh. These materials are intended to be crushed and incorporated into new terrazzo tiles, supporting the Council's circular economy objectives. The anticipated scope of services includes: 1 - Uplift, transportation, sorting, and secure off-site storage of reclaimed materials to support future manufacturing of new tiling products. 2 - Removal and preparation of specified items for direct repurposing within the Civic Hub and public realm components of the Masterplan. Construction of the new Civic Hub is expected to commence in 2027, with completion scheduled for 2029. Further information on the wider East Kilbride Masterplan is available at www.ekfuture.co.uk.
