## Summary

Durham County Council is undertaking an open procurement process for the "Health, Wellbeing and Night Hub" service, which is currently in the tender stage, with submissions invited until 31 August 2026. This initiative focuses on delivering integrated services for adults at risk of homelessness, rough sleeping, or poor health outcomes. The procurement falls under the health and social work services category and will be delivered in the UKC14 region, including dispersed properties and a main support hub. The comprehensive service aims to prevent hospital discharges leading to homelessness, support housing needs, and bolster access to essential welfare and health services. The estimated gross contract value is GBP 2,100,000, and the contract period is set from 1 April 2027 to 31 March 2029, with potential extensions based on funding and performance.

This tender presents significant growth prospects for businesses offering health, social, and housing support services, especially those skilled in delivering integrated solutions for vulnerable adults. The competitive flexible procedure employed allows Durham County Council to effectively assess the suitability of providers, ensuring only the most capable organisations advance. Suitable candidates include SMEs and voluntary, community, and social enterprises (VCSEs) that specialise in service delivery for vulnerable populations. Successful bidders will have the opportunity to establish a professional foothold in providing essential community services, opening pathways to long-term contracts and further collaboration with local government initiatives.

The Council reserves the right to modify the service specification if new legislation and/or guidance regarding the delivery of this service is published by the Government.
