## Summary

The Northern Ireland Fire and Rescue Service has awarded a contract for the renewal of Moditech Crash Recovery System licences, crucial for their operations across Northern Ireland. This procurement falls under the "Software package and information systems" category and is a direct award due to the exclusive technical rights held by Moditech Rescue Solutions BV. The contracts are set to begin on 10th April 2026 and last until 9th April 2028, with potential extensions for two one-year periods. The procurement stage has been completed with the supplier Bliksund The Netherlands B.V. The renewal ensures the organisation's continued ability to respond effectively to road traffic collisions by providing timely access to critical vehicle safety data.

This tender presents significant business growth opportunities, particularly for companies with expertise in software systems that enhance safety and operational efficiency. While the direct award process limits competition, recognising the unique intellectual property of suppliers such as Moditech, it underscores the value of specialising in niche markets where exclusivity can be leveraged. Businesses focusing on innovative technology solutions for emergency services may find similar opportunities advantageous, considering expansions into critical safety domains. Large enterprises and SMEs with cutting-edge technology in vehicle safety and data systems would be well-suited for similar contracts.

## Notice

Northern Ireland Fire & Rescue Service (NIFRS) currently use Crash Recovery System, with the licencing period expiring on 9th April 2026. As this is a vital software application, the previous business case outlines the need to renew cover for the period beginning 10th April 2026, for a two year period, to 9th April 2028, with possible extension for 2 x 1 years?? The Crash Recovery System gives the first responder access to an extensive database containing all vehicles, buses and trucks equipped with at least one airbag (EU). This safety critical information assists with the extraction of persons from vehicles quickly and safely and provides vital information in the event of a vehicle fire. The latest technology has been added (hybrid vehicles, electric vehicles, hydrogen vehicles, the latest airbag technology and steel reinforcement types). NIFRS has used the Crash Recovery System (CRS) since February 2010 when 3tc MODAS Professional (Mobile Data System) was procured. Crash Recovery Licencing enables the display of vehicle information on each fire appliance via Mobile Data Terminals (MDTs).

### Procurement Information

Moditech Rescue Solutions BV are the creators of Crash Recovery System(r) and hold the technical rights to the licencing. NIFRS currently run Crash Recovery System(r) on end-of-life equipment. Current MDTs are outdated and run on Windows XP.
