## Summary

The Mayor and Commonalty and Citizens of the City of London is planning the refurbishment and management of the Golden Lane Leisure Centre, set to commence in November 2027. This procurement process falls under the services category and is currently in the planning stage. Interested parties are invited to partake in a Preliminary Market Engagement (PME) exercise, with input needed by 4th March 2026, by noon. The contract aims to update facilities including a swimming pool, fitness studios, tennis courts, and more. The project's procurement value is estimated at a gross amount of £885,600, with a net worth of £738,000. The City of London is engaging suppliers to gauge potential interest and approaches regarding the refurbishment contract scheduled to end in October 2037. The opportunity does not constitute a call for competition, and participation in the PME will not preclude any supplier from future procurement opportunities.

This tender represents a promising opportunity for firms specialising in construction management services, particularly those experienced with leisure centre facilities. It is suitable for small and medium-sized enterprises (SMEs), offering an extended provision period that ensures business stability and growth potential over a decade. Organisations with expertise in refurbishing and managing multi-purpose leisure facilities can leverage this contract to broaden their business scope within mainstream UK regions. The engagement provides a platform to showcase innovative solutions before formal tendering processes begin, thus setting the stage for strategic partnerships with one of the UK's prominent local authorities, enhancing market presence and revenue streams.

## Notice

The City of London is currently undertaking a refurbishment of the Golden Lane Leisure Centre (GLLC) and are looking for a supplier to manage the refurbishment aspect of the contract. The current management contract is due to expire in December 2026. The agreed proposed refurbishment to the centre will provide the following facility mix: * 20m x 8m Swimming pool * Sauna/steam room * 3 x multi-purpose fitness studios (replacing the current health & fitness gym) * 1 x treatment area * 52-station health and fitness gym (replacing existing sports exercise studio) * 2 x outdoor tennis courts The exact location of the GLLC can be found within the PME (Preliminary Market Engagement) Questionnaire. Please note that this is not a call for competition. No response to this PME exercise will exclude any supplier from a potential procurement exercise.

### Planning Information

The City seeks input from the contractor market to understand what might be the most attractive way of packaging and scoping a future procurement opportunity to deliver the project outcomes.
This Pre-Market Engagement (PME) exercise will provide an opportunity for the City to obtain insight into how contractors might approach the delivery of the project. It also gives a useful early insight into the likely level of interest in a proposed project from the market.
Interested organisations will be asked to complete and return a brief questionnaire. To access the PME questionnaire and supporting documentation, please register on the electronic tendering system 'City of London Corporation Sourcing & Contracts Portal' url:
https://cityoflondon.ukp.app.jaggaer.com/esop/guest/go/opportunity/detail?opportunityId=59905
and search for Cellular Network'.
Organisations should submit their completed questionnaire in accordance with the instructions set out in the PME documentation, by the return deadline of 12:00pm (noon/midday) on 4th March 2026.
Following receipt and review of questionnaires, the project team may conduct further direct discussions with organisations of interest to further explore the themes set out in the questionnaire.
