## Summary

The upcoming procurement process titled "NEC Land Reversion Open Framework" is being managed by Norfolk Environmental Credits Limited, a sub-central government public authority. The procurement is in the planning stage, with key dates including the tender period closing on 1st May 2026, followed by the award period ending on 1st June 2026. This open procedure aims to establish a framework agreement focused on nutrient mitigation within designated catchments in Norfolk, covering both Phosphorus and Nitrogen. The industry category is environmental management, and the procurement is targeted at services above the threshold, with locations specified in regions UKH15, UKH16, and UKH17. The estimated total value for this framework agreement is set at £30,000,000.

This tender represents significant opportunities for businesses involved in nutrient management solutions, particularly those specialising in environmental services and nutrient neutrality mitigation. It is suitable for SMEs and voluntary, community, and social enterprises (VCSEs) due to its open framework scheme structure, allowing flexible participation. Qualified suppliers will have the chance to engage in further competition or direct award processes for temporary or permanent contracts, ranging from five to ninety years. The use of a consistent methodology to quantify mitigation outcomes provides a transparent basis for businesses to showcase their expertise and innovative approaches, potentially catalysing growth in the environmental sector.

## Notice

Norfolk Environmental Credits Limited ('NEC') intends to establish an open framework agreement for the supply of nutrient mitigation solutions from catchments in Norfolk. It is anticipated that the Framework Agreement will enable participating suppliers to enter into flexible arrangements to address market demand for nutrient neutrality mitigation. Under the Framework Agreement, suppliers will be called upon via further competition or direct award to provide a legally secured nutrient mitigation via a section 106 Agreement with the local planning authority. The nutrient mitigation will be sought from low grade arable land located within designated nutrient neutrality catchments in Norfolk. Contracts under the Open Framework will be for both temporary (up to 5 years) or permanent (90-100 years) nutrient mitigation. Mitigation outcomes will be quantified using a consistent and approved methodology. Nutrient reductions will be achieved by converting high input agricultural land (such as arable cereal production) to lower nutrient land uses, including greenspace or low intensity grazing. Through the Framework Agreement, NEC aims to procure nutrient mitigation (covering both Phosphorus and Nitrogen) measured in kg/year from qualified suppliers. Please note that the estimated total value set out in this Planned Procurement Notice relates to the Open Framework Scheme but otherwise this Notice relates to the anticipated competition and award of the first framework agreement under the Open Framework Scheme.
