Potential providers must demonstrate capacity and ability to mobilise this service as planned, fostering expansion and strengthening their community impact. ## Notice Wandsworth Council are developing a purpose built new Supported Housing facility in the heart of Wandsworth and are seeking to partner with an innovative care and support provider to create an inclusive model of care that will support up to 56 adults with learning disabilities, mental health needs, care leavers and other residents at risk of homelessness. We would therefore like to invite engagement around the concept and service design at this early stage from any interested parties. As a provider, you will have a proven track record of working successfully with different client groups, hold the relevant CQC registration (where required) and have an existing operating presence within Wandsworth or the surrounding boroughs. Each client group will have varying support needs, so it is essential that the provider is able to deliver tailored support to: . Adults with a Learning Disability who may require physical and personal care and support to maximise their potential, build and maintain their life skills, personal development and quality of life. Adults with enduring Mental health needs who may require care and support to promote and maintain their recovery from mental ill health, promote their life skills, promote their independence and participation and integration in their local communities. Care leavers who may require tailored support to live independently and fulfil their potential in adulthood. Residents at risk of homelessness who may require short term support to address any factors that have led to a risk of homelessness and ensure they have the necessary life skills to reduce any homelessness in the future. Any interested provider should be aware that the required elements for the proposed service must include a core and flexi model. The Outcomes for each Service User will be detailed in their Support Plan, and may fall into none, one, or more of the following areas: a. Exercise choice and control: via a personalised approach, making choices that they consider best for themselves; this includes at times, making choices that others may consider unwise. b. Improve health and Wellbeing: by maintaining or improving physical and mental health and Wellbeing, including protection from abuse or exploitation. c. Improve quality of life: by receiving support to access leisure activities, social networks and learning opportunities, with the benefit of reliable information and advice, available in accessible formats. d. Make a positive contribution: supported to participate in the wider community as active and equal citizens; with opportunities for leisure and family activities. e. Live safely: free from discrimination or harassment; and supported to live without maltreatment, neglect or exploitation and assisted to take action against it as appropriate. f. Achieve economic Wellbeing: by receiving support, advice and relevant information to enable access to economic opportunities and/or financial benefits as appropriate. g. Maintain personal dignity: where Service Users feel they are treated with respect, are listened to, and are valued. Service Users should expect personal dignity, privacy, and appropriate levels of confidentiality via the delivery of secure, stable and good quality support. A service User may successfully achieve an Outcome by: a. Managing and maintaining medical conditions b. Managing and maintaining nutrition c. Managing personal hygiene and comfort d. Managing toilet needs e. Being appropriately clothed (including being able to get dressed wherever possible) f. Being able to make use of their surroundings safely g. Maintaining a clean and habitable home environment h. Developing and maintaining family or other personal relationships i. Accessing and engaging stimulating and meaningful activity j. Making use of necessary facilities or universal services in the local community, including recreational facilities or services k. Limiting avoidable hospital admissions and medication errors l. Gaining and maintaining paid employment m. Travelling independently by public transport As a provider you will have proven experience of operating a large scale supported housing scheme and the ability to provide all housing related functions to a high standard. Any interested party must be able to demonstrate they have the capacity and ability to work with the Council to mobilise a new service by September 2026. ### Planning Information We are inviting suitable partners to register their interest in the opportunity by 28th February 2026 by emailing the Procurement Team at procurement@richmondandwandsworth.gov.uk.
